I'm sure the paperwork that 31 flavors provided has information concerning the liscence number which you can provide to the state's attorney. Think it's fairly simple process to file a claim against their bond.
Of course if you friend is stupid enough to use an un-liscensed, un-bonded contractor that uses a name that is probably a copyright infringement, they might be SOL.

Aps, are you be insensitive enough to say "Buyer beware" or "You get what you pay for" in this case?

Well, bad news….

The State of Maryland has website with info on all the type of businesses and occupations that require a license. The link for home improvement contractors is:

According to the name 31 Flavors (or Thirty One Flavors), they do not carry a Home Improvement license through the State of Maryland.

As a result, going after any kind of bond isn’t a likely option, because they probably do not have a bond. This leads to the next obvious comment, there’s a pretty good reason for them not having a bond (too small, too cheap, or poor contractor).

Other than going to small claims court and seeking action, there doesn’t seem like there too many other options. These guys sound like a small company that works out of the back of their pickup. You make a lot of trouble for them on the legal front; they’ll just go bankrupt and resurface tomorrow under a new name and rip-off the next batch of unknowing people.

Can’t say enough about doing your homework when it comes to home improvement (no matter how big or small); ask for references, call on them and ask to see some completed work. I heard tons of horror stories about these types of companies after LaPlata was hit with the tornado a few years ago.

LOL My dad has his own Home Improvement company and thats why you see his MHIC # on his trucks and cards and everything. I hate to say they got what they paid for but its true. They got a really cheap price on the gutter as it aint cheap. Next time as has been pointed out use a quality licensed and bonded company and issues like this should not arrise and if they do then you have perfect recourse to kick some ass.

Did you friend also tell you that Mr. Ward called her and offered to repair the gutters last week and refund her money. She said she wanted nothing to do with him. She did not want her gutters cleaned, she requested that they be painted. After he inspected the gutters he told her they were in to bad of shape to have them painted. With further inspection the faca board was so rotted that he suggested replacing it she said no just put them up. A comment was even made by the retailer delivering the gutters that the faca board looked rotted. Mr. Ward then stated to her that he could not guarantee anything with the boards looking the way they did. He only pressure washed the deck and did not seal the deck. The so called 700+ dollars she paid included 300 worth of gutters and supplies from a retailer in Waldorf which delivered the supplies. As for dropping the gutters on the side of the road. I know for a fact that he did not drop the gutters. He diposed of them where he disposes of all of his supplies. Isn't also slander to metion his name? The company name is fine but not the individual.

My friend was totally taken advantage of by 31 Flavors. I am not here to get in a pissing contest with dishonest business people the pictures speak for themselves. The work done was horrible and others should be aware so they are not manipulated and taken advantage of.
