It all has to do with global warming and rising of the seas. A warmer globe moves faster through the atmosphere which is less dense due to the higher temperature in the biosphere and all that extra sea water lubricates the spinning of the earth.

Then of course the hole in the ozone layer generates less friction on the earth (if the hole was filled in, there would be more ozone rubbing against the surface of the earth and it would slow down).
