This right here might be enough incentive.

A bill currently in the Texas legislature could give Starbase officials the power to close a local highway and limit access to nearby Boca Chica Beach and Boca Chica State Park during rocket launches, a measure opposed by county officials.

As it stands now, closures around SpaceX launches are managed by the county, which includes the nearby city of Brownsville and the resort town of South Padre Island.

Cameron County is hardcore Democrat and overwhelmingly Hispanic. Brownsville is a third world dump and SPI is a bunch of leftover hippie progbots. They went for Trump last year, which was a pretty big deal because they never vote Republican for anything. Since we know Democrats are fascist nuts, I'm guessing Musk wanted Starbase to be its own city so they could have at least a little control.
