You can't really get 'romantic' without a FEW bucks. But The Roost isn't a bad choice, because they're not terribly expensive. I had my rehearsal dinner there.

Otherwise, I'd either drive over to Solomon's and go to a number of places there, but they aren't cheap.

Go to Willows in L-town. Reasonably priced, good food. Friendly chef He always makes his rounds to make sure everyone is happy with what comes out of the kitchen.
