All of the taxpayer subsidized Military Commissaries that I have been in, are nice and well run.
We'll see. Certainly I can understand that you have next to nothing in big cities that resemble supermarkets, especially in crime ridden areas that have created "food deserts" and your only options are small bodegas - or going away from the city. Something like a commisary could be a solution.
