Something like a commisary could be a solution.

What I suspect will happen in this case, especially with New York and Chicago is that they wouldn't actually be government-run. The government would just write contracts with favored people to run them in return for a take of the grift.I'm remembering that grocery stores in Russia were govt run back in the Soviet Union days, and were frequently empty with long lines to get little.
