I would think the leaders get the short end of the stick as the rest of the pack gets to bunch up on the restart of the race.

Not really. NASCAR red flagged the race at the end of the 1st Stage before pit road opened. The yellow flag will wave, everyone will make one lap around the track, and then pit road will open.
