I've been looking and VA regulations mention "the bay and its tributaries." Can I fish the whole bay with a VA liscense until the 31st?

BigFoot goes to Va Beach this time of year. Rudy's Inlet. He caught his limit Tuesday morning by 10:00. Lots of big ones out there.

The Potomac, and the Bay, below the VA state line are still open until the 31st of December.
