They are required to by Congress. Its not just something Rumsfeld says, "Hey! Lets have a BRAC!" The final list comes out of an appointed non-partisan committee seperate from Congress (to supposedly avoid being politically motivated).

Also, the requirements to choose each base and decide which ones to close or realign is a legally mandate requirements list put forth by Congress, that DoD must follow. So, yes, a list comes from DoD at one point and put up to Rumsfeld. A list created under mandate and with mandate requirements for selection. That list then goes to an independent appointed committee (as mentioned above).

The problem with the news item I quoted is in the article it doesn't mention Rumsfeld doing this as part of a BRAC process. It is like he just came up with it. The article centers around Wesley Clark attacking this proposal (partisan based).

Democrats were just tools (and you have no idea how tempting it is to leave the sentence at that) of the Communists and Socialists, but now the support that the Soviets offered is gone. What I believe still drives many Democrats is the opinion that Communism/Socialism does work, even though they'll never admit to that in public, it's just that Soviets, Chicoms, Cubans, and every other group that's ever tried it got it all wrong. They know that they could get it right given the chance... just like the Soviets, Chicoms, Cubans, and every other group thought they could do it right.

When the Admiral came and talked to us a few months back, somebody asked her about the BRAC. She said she wasn't allowed to talk about it because of it political nature.

I think there are people that believe that BUT I also think they only believe it because of the Commies who are tellling them what to think. Grew up listening to too many John Lennon songs or something.

What's interesting is to have a conversation with normal, everyday Democrats, like family members or friends. If you say to them, "Karl Marx said..." then proceed to advocate some of Marx's beliefs, they think you're crazy. But if you say, "Hillary Clinton says..." and present some of her Marxist ideas, they fall on the floor speaking in tongues.

Then there are the ones who, when you ask them why they vote Democrat, say, "Because that's who I agree with." Pressed further, you find the only thing they really agree with is that George Bush smirks too much.
