I think we have a "If its not in my world, its not a problem". My civil servants, like +98% of the ones I deal with are hardworking caring folks trying like hell to provide what they can with the money they have. Our regs are indeed mostly all written from necessity. I think it gets much muddier when you get into things like HUD, and DOE, Labor, and others.
Well, and the worst part is, as I discovered very early in my career, is that you can have regulations engraved on stone tablets, complete with burning bushes and everything, and if you ask 13 different GS'ers, you'll get 27 different interpretations.

No different than judges and laws.

EPA has been pretty overbearing with their regulations. So have Agriculture and others.

The story attached is about fishermen who have to pay at sea monitors on their boats. Often the monitors can make more than the fishermen. STUPID in the extreme.

I have read about this previously. It’s no way I would put up with a government monitor riding with me in my combine or tractor AND paying him/her to do so. It would be like being forced to have a cop ride with you in your car every time you drive and paying them. Crazy!

Most of these regulations exist because a law has delegated authority over something to some specific group.
I am not sure if this is an example or not , but who made the regulations that if you build a new home the County can come there and tell you how many and what kind of trees you have to plant?

Department of Natural Resources. What cracks me up is they used to recommend invasive Bradford pear trees. They finally took them off the recommended list. Some states actually have banned the sale of them.

Here's one I found a few years ago. You can build a shed up to 400 square feet on a concrete pad UNLESS on that concrete pad you pour footers then it becomes a building instead of a shed and requires permits.

Willing to bet there is more to that story.

Anyway I see this as just people wanting what they don't have. Imagine the stupid regulations that would exist if AOC etc made them. Imagine what we would get in MD with the MD politicians creating them.

A perfect example was actually posted by Larry on here years ago, in San Francisco they passed some sort of law that said you couldn't do anything with your garage but park your car in it, someone in estimated and found out one of the city politicians owned a bunch of self storage units.

If we had a system where politicians created every regulation people would just be bitching about how they know nothing of the topic and should I stead do what the "experts" would want.

Are you for or against RFK Jrs stance against food dyes and the possible coming regulations?

How about the regulation requiring Sprinklers in new homes?
How about the one requiring new homes be wired for electric cars whether you have one or not.
How about regulations banning every type of waste treatment for new homes except Mound systems, when other counties have other systems.
I am sure everyone like the Impact Fee.
