You are so right... I agree that you should not accept 50%. I am so happy that this forum gives me the opportunity to clear up the matters.
Bus overcrowding should never happen in Calvert County. The population explosion is leveling off. Calvert County currently contracts with private companies for school bus drivers. Based on the school census at the end of one school year, those companies should be forcasting the next school year need. The Board of Education should be including this in their budget for the next fiscal year. It is up to the BOCC to fully fund the transportation section of the education budget. Let me go one more step... if our students are going to have a chance to pass the High Stakes Test for graduation, we should also be fully funding extra curricular busses, allow students the opportunity to stay after school for tutoring along with other after school activities.... Before the first bus rolls out on the first day of the new school year, it is up to the BOCC to fund a seat on a safe bus for each and every student.
The Calvert County Board must fund the transportation needs... but not at the expense of classroom size or classroom budget. That means that we may need to find more money for transportation. I would search for that the funding from State grants. Another alternative may be the use of public transportation as a temporary back up until the transportation reschedules buses and routes in the event of an incorrect census. [I would not be opposed to backcharging the contractors for transportation costs if the census was incorrect due to their error]
One more thing... I would also require the busses to be safe and the drivers to operate them within the law... I am tired of hearing that the reason a bus is doing 55 in a 40 MPH zone is because the speedometer is not working correctly. That excuse wouldn't work for me... and it shouldn't be acceptable for a company or a driver responsible for the safety of our children.
