It doesn't happen at 11:55. At 11:55, the minute hand is on 11, and the hour hand is almost on 12. They don't catch up until 12.

It's really more like 1:05, 2:11, 3:16, 4:21, 5:27, 6:32, 7:38, 8:43, 9:48, 10:54.
