If you have a removable tow bar (sleeve), is there a law that requires you to remove it when not towing?

Someone on the radio called in yesterday and said that they got a ticket in MD for not having it removed.
I cannot find anything via google.
 
Do you mean the apparatus on the front of a car that allows it to be pulled around by another vehicle, or do you mean a removable drawbar w/ hitch ball under your rear bumper?
 
Some "hitches" are offset with a rise that might make the tag not completely visible, which would seem to violate 13-411(c)(2)(iii) of the Transportation code.

Like mine?
