To answer the original question, the transition began three years ago. So taxpayer funds were expended to enable this convict to transition while under a death sentence in a state that doesn't hesitate to light up those sentenced to it.

My analogy is giving a heart transplant to someone with terminal lung cancer.

They could have saved money and accomplished both the "transition" and descent.
Put him in a cell with another person prone to violence and make sure that person has something sharp.
They will most likely do the transition surgery and make him feel like a real woman just before he bleeds out.
