Well the value for taxation purposes is generally much less than the retail value, so in Trump's case, the $19M taxation value and the $50M value is not an apples-to-apples comparison.

Have you ever challenged the tax assessment on your property (and I'm giving you the benefit of the doubt that you actually own a house/condo)? If so, wouldn't you also be trying to pay less than your fair share? You may not have ever challenged an assessment, but there's more than just saying "you assessed my property too high"...you have to provide data of other property values and prove that the assessment is wrong. Per the article you linked, it appears Trump did prove justification based on other properties.

There's always exceptions, but generally speaking, the tax value is lower than the retail value.
