It requires at least 70 percent of a vehicle's steel and aluminum to be from North America. And it requires between 40 percent and 45 percent of a vehicle be produced by workers earning a minimum of $16 per hour. Portman's office estimates that, given Mexico's low wages, this will significantly shift auto production from Mexico to the United States.
