Yes. We have had turtles come into our yard many times over the years.

Probably so. I found a turtle doing this and kept watching. She was laying eggs. It was pretty amazing to watch.

I think she changed her mind, the hole is uncovered and I don't see any eggs. 
I was gonna put a webcam on them for when they hatched.
