I'm not sure how something can be illegal to use in the United States, but legal to use in ONE OF the United States.
I think that's because it is not. The problem, as stated previously, is enforcement. With conscious lack of enforcing it, a law is not really a law.

As I remember an article from Maryland magazine years ago, Maryland's other nickname, the Free State, had nothing to do with religious tolerance. It had everything to do with Prohibition enforcement.
