In RR's case, they are MINI VHS tapes, so an adapter to be able to play them is needed PLUS a functional VHS player PLUS the software PLUS the cables, each costing X amount. It all adds up quickly.

Exactly, mini tapes from the hand held camcorder from 20 years ago.

My last side-by-side VHS/DVD player took a swan dive off the top of the tall bureau several years ago, thanks to a certain black cat.
