Let's assume the govt can control the weather. And there have been more new sightings of UFOs recently. Assume Area 51 really is a hotbed of alien activity, but there is something there that needs to be 'eliminated'.
And all of a sudden, there are flash floods in an area that gets about 13" of rain per year (Lexington Park gets 46" for comparison).
