We just put a house under contract over in St. Mary's, it is much closer to my work so I can run home and let the dogs out to play during lunch. It has a fenced in yard for them to play in. Here is the linkie..

All HOA's are P.I.T.A.

I've been lucky twice, I've moved into neighborhood where nobody gives two shiats about the HOA. We pay a small fee to plant flowers at the end of the street and for snow removal, nobody walks around and tell you to paint your shutters, cut your grass or nothing like that. Shew

It is hard to find a house under 300K, and this will put you closer to work. I'm sure that is going to be a huge bonus.
