does this apply to the new 15000 homes being built in "diverse, affordable " Bowie, Upper Marlboro, Mitchelville or just the white neighborhoods?

I am so grateful to live in a red city in a red state. Pedos can't put porn in elementary schools, and grifters can't force us to purchase things we don't want and won't use.

So do the Cali thing. Purchase an old home, demolish all except a couple walls, and remodel the rest to make it all better. Remodel is not new. They haven't built a "new" home in Beverly Hills in decades.

a Well $5,000
A land survey, later a survey that places the well the mound, and the house. $10,000
Of course the impact fee $4,800.
Now charger fo an EV we don't own $ 2,000.
And of course a lot that passes perk. at least $50,000

And that is before the first nail is driven.

It's being tried/worked on. Right now, too much loss to be useful, and there's the consideration of large magnetic fields and the human body.

Maybe, but to cut costs the EV charger will probably be directly wired, with no outlet.
The way I read the law is that it requires an outlet, specifically the NEMA 14-50R
Bill text -“EV–READY PARKING SPACE” MEANS A PARKING SPACE THAT HAS A ELECTRICAL PANEL CAPACITY AND FULL CIRCUIT INSTALLATION OF A MINIMUM 40–AMPERE, 208/240–VOLT CIRCUIT, RACEWAY WIRING, A NEMA 14–50R RECEPTACLE, AND CIRCUIT OVERCURRENT PROTECTION DEVICES.

With new construction now requiring them it seems like it wouldn't be long until "neighbors" with EVs stop by while the occupants are gone for some free charging.

Actually this makes a tiny bit of sense. If the SFH/townhouse has a garage, homeowners could easily add a car charger. But, for townhomes/condos with communal parking areas, the builder should be mandated to put in a charging area, BTW, I'm all for free choice of vehicle fuel. EVs are a good choice in some situations and it's sad that the charging infrastructure has lagged so much that the government feels it necessary to "help."

It's literally a $500 job to install the necessary prewiring if the next owner wants to add a station.

You act like they are coming for your first born.

This is no different than making sure your outlets are up to code and able to handle normal usage.

You left out impact fees $15000.00 or so.
