We had a CO who was known throughout the community as a dick. He would go off at any little thing, always far exceeding the need for very minor infractions. He was also a "I am the only one who can do it right" micromanager. For his CofC he insisted that he review everything and sign off on it. On the last page of the CofC program was the statement "Anchors Away performed by the Atlantic Fleet band." He was livid that admirals and others saw it but he signed of on it! He was the reason I retired when I did.
