I think it got shot down due to a lack of TDRs and a shortage of land in the RPDs. :lol:


Besides, the Wal-Mart down here sucks, a larger one would be even suckier.

I don't actually know what the deal is, but it wouldn't surprise me if Wal-mart decided that sales were too soft to support a larger store (though their parking lot seems to be about half full everytime I look).

I don't think this is true, I think there is currently several contracts out on TDRs and the project is just temporarily stalled.

Please explain TDRs and RPDs. The only meaning for the TDR acronym that I know of is Time Domain Reflectometry or Reflectometer, and the only thing I can make up for RPD is Rural Plat Drawing (been a long time since we were "rural" here).

TDR- transfer development rights. TDR is fundamentally linked tied to private property rights

TDR has been considered in theory for over three decades as a tool to preserve sensitive areas, such as historic districts and productive farmland, by redirecting development potential to more suitable areas. http://www.co.dane.wi.us/plandev/planning/tdr/section2.htm


As far as the rpd.. I am not familiar with. prolly what the redirecting development potential is said in the above definition.

RPD=Rural Preservation District.

It's not a TDR issue. Those were previously secured. Part of the deal involved Three Notch Trail.

Commercial development takes at least 12-15 months to start turning dirt. I think enough time hasn't elapsed yet to actually reach the excavation and construction phase.

Wal-Mart's attorneys Dugan, McKissik, Wood and Longmore, wrote a letter to the commissioners recently asking why they haven't put in the two technical issues necessary to come to the commissioner table yet. In order to move on to its building permit, Wal-Mart needs bocc approval to work on the county right of way and needs to bocc to recognize the TDR transfer, a minor administrative decision.

I was under the impression that the "Keep SOMD Country" people went medieval on Walmart's ass and soundly put the kibosh on any talk of a Supercenter.

It got planning commission approval in Dec. '04 despite the protests. The board could not find the project in violation of the zoning ordinance. It can't make any value calls otherwise. It's been under administrative review ever since and is done. Just needs the last two peices from the bocc to get going.
