It's Ward 8. A refuge for the scum of D.C. Almost all of the residents of Ward 8 want a free ride and if it isn't given to you by the 'guvmint' then steal it. It's where other criminals run to hide. I think he has some neurological disorder nowdays, I'm not sure if its like MS or if its drug related, but he does seem to be a little more wacky than normal, for him anyway.
