Ok, so AC may find nothing is wrong. What's the big deal? I'd rather err on the side of the animal that can't help itself. Everyone has an opinion.

I'm backing out of this thread now because it's only going to go downhill from here.

This is always a divided topic. People are hard fast one way or the other with their opinions. Every dog and situation is different. If there are signs of abuse or miss treatment then something must be done. For some their dogs are a part of the family, to others just a pet. Some dogs are happier outside running in the yard during the day then they would be inside possibly in a crate all day, other dogs are fine with being inside in the crate. There is no right or wrong to how dogs are raised, but only in how they are treated. And what ever happened to knowing your neighbor and discussing your differences of opinion, most people I work with do not even know their neighbors and of those you do not know also dislike their neighbors. How can you dislike one that you do not even know or care to know? Animal control would not be my first choice on how to deal with this. As long as the dog has food, water and vet care, then who are we to judge. Before the days of central air, dogs and prople alike were outside most of the time because it was too hot in the house. Take your side, but know one is no better than the other.
