That's fine with me. Groceries/medicine/stuff like that are necessities. The "other goods" are not. The more non-necessary things you buy, the more you pay in taxes. I don't see that as a loophole. It's more of a deferred tax, but that's the same for everyone. You can save it for retirement or if you enjoy looking at a bunch of numbers on your bank statement, or you can spend it on something you want. When you spend it, it gets taxed. Actually, we already have this for state sales taxes. Some food items (not sure if there is anything else) are not taxed. Have you noticed a "administrative, and bureaucratic mess"?
