After reading that, I don't think that is it. I don't think that IAP handles waste management and some of the other stuff listing on there.

Yes, it's part of the contract that they sub out.

I see the IAP people changing light bulbs around my building but not sure what else they do.

Those must be the EE's who make 10x what the grass mowers make.
