It had been burning for a while before any fire dept got on scene... not much anyone can do at that point

Very true. Most (working) fires usually are well involved by the time the fire department gets to the scene. Per the pictures on SDVFD's website, there was no way anyone was going outside. Fire was well involved on both floors, so it was a loss either way.
