I think after Reagan got shot with an import handgun made from parts, even the frame by itself cannot be imported now either as I understand it.
The only way it can be imported is if it is declared a Curio or Relic by the ATF and imported by a Federal Firearms Licensee.

To recieve a designation as a C&R firearm, one must submit to the ATF a request to do so. Since it has obvious curio qualities, it should not really be a problem unless there is something about it still being in production.
I think it was the Undetectable Firearms Act of 1988 that places the restriction on firearms such as this.

And what does any of that have to do with "sporting purposes"?
I totally see where you are coming from and I TOTALLY agree. It is such a broad undefined term that it could mean whatever the hell the ATF wants to say it is.
The ATF has written a procedure for determination that is just bizarre.
They do it on a "point" system where a revolver must have a point score of at least 45. THey give points for features such as:
-1/2 point for each 1/4" over 4"
-15 points for being made of forged steel
-1 point per ounce of weight
-5 points if .357 mag "or over" (whatever the hell that means)
-5 points for adjustable sights
-5 points for "target grips" (?)
and a few others.

It is stupid and the GCA of 1968 needs to either be repealed ot completely rewritten!

If you are talking about the ban on guns similar to the Hinckley gun that shot Reagan where they imported parts and then assembled the revolver, possibly. NOt familiar with it.
But I do know the import ban on "non-sporting" handguns goes back to 1968 though.
