I thought things had dried out a bit just before this storm. Had a contractor come in do to some work, and their payloader and trucks just sank in the front yard, Water oozed up. Nothing but a mud pit now.I'm really tired of rain.

Feel better now?What "recent development"? Same old buildings that have always been there...for many decades. Or did you mean in surrounding area? "surrounding area" development was largely responsible for the horrific floods that Ellicott City experienced in recent years, but all that development was at far higher elevations, causing excessive runoff to accumulate down below.
