The question I had was how does a convicted felon run for office..
Then I found this... I wonder how funny it is to Cardin now.
In many states, Manning would be unable to vote or run for elected office after being convicted of a felony, but Maryland passed a law last year that allows felons to participate in elections. During his career in the senate, Cardin has frequently advocated restoring voting rights to felons.

It doesn't bother me much that Manning is running as a transgender, and that Marylanders might actually give him/her the nod; it bothers me that this person, who committed one of the worst acts of treason someone could commit, actually has a chance at sitting in a senate seat.

How does someone vote for someone who already violated their oath to support and defend the constitution, be trusted to keep that oath again; and in a more powerful position? I mean I can see it now... Sen. Chelsea Manning, a member of the senate intelligence committee.
Sadly, in spite of past transgressions, people will vote for him. Scary.
