I kinda agree
First lets be clear ANYONE I see with a tag like that in the window is going to be stopped. I can't tell you how many stops I have had where folks try to conceal the tag in the back window because it was suspended or belonged to another car or it was just a fake tag all together. This in my book guarantees a stop. Once that is done a simple registration check and a polite "by the way you may want to mount the tag properly" suggestion and maybe a written warning would be sufficient. I am inclined to agree with you that this officer missed the opportunity to DE-ESCALATE. He should have. I would like to know what kind of complaints he has had and his history. I think maybe a short suspension and slight atitude adjustment would help also.
In the use of force it is the cop's obligation to try to de-esculate the situation. Now I don't expect them to put themselves in danger doing so, but in this case it was a perfect oppurtunity to de-escualte, instead this cop takes it in the opposite direction by yelling and screaming and drawing his taser awful fast.
