I know that it's not all used. I've been there.Not all of the stuff is used though. I got about 10 carters sleeper outfits w/ the original tags still on them from Kohls that said $8 and I got them there for $2! What a deal!
I wouldnt give them as a gift either. But I have given many friends clothing that my baby has grown out of... and I accept clothing from my friends their kids have grown out of :shrug:
Gymboree has super cute items as well. Since the one isn't in the Waldorf mall any longer, you could always order online.

OOhh...I have a favorite place in DC...Kid's Closet. Very unique clothes, etc. and they have great sales.
