Dems can just ignore the laws, the Supreme Court, the Constutution and so on - and they do.
But you can't like, walk into the U.N. and say "know what? Russia needs to be kicked off the Security Council" and it just happens, because we want it to. NATO is 32 countries. You can tell the SCOTUS or Congress to go eff off, but it doesn't work with the UK, France and Germany.
