When I was going on detachment there on active duty in 1991, we went to the beach park not far from the base. The thing that struck us was there was literally garbage everywhere, including right next to the trash cans. Which had no trash in them. We were like "Fvuck, gorgeous beach and trash everywhere".
Last time I went was 1998 or so, and it was just the same. So its not the hurricane.

Biden referring to the comedians joke about Puerto Rico and garbage said the only garbage he saw floating around was his supporters. And of course it doesn't do to have the president of the United States. Refer to half of the country's voters is garbage so they're trying to cover it up by adding an apostrophe saying he sees the supporters garbage.
