Shucks, you’re right. I completely forgot that torts can’t be committed against a non-citizen. Silly me, that was covered in middle school civics and here I’ve gone and forgotten about that.

You keep saying this was to settle lawsuits. Something else you may have forgotten from middle school civics, you cannot sue the government unless the government explicitly allows for it. Show us where in the Federal Tort Claims Act these lawsuits would be allowed.
