Just courious how do you all change your pics to black and white? i love b&w and have been playing with a few programs, i just dont want to do it permantely and than not have the color print. Thanks:) I am very new to this but LOVE taking pictures:)

Most photo editing programs have a B&W option or a way to do it. Always save your original then save your edited work with a different name

This is the Samuel Bailey an old oyster buyboat and a piece of floating history. I took this with my old 775 in October of '07 as we were pulling away from the pier. I'd really like to leave the colors of the state flag and have everything else B&W. Photoshop?

Copy picture, change to B&W, paste copy as a new layer, erase what you don't want from the pasted layer, set opacity or properties of the layer to get details right. If any of that makes sense.

I don't have PS now, I only have the rudimentary Canon software that came with the camera, but I found this:Elements User: Photoshop Elements Techniques, Tutorials, Downloads, Videotips, Newsletter and more and "Holy Guacamole!".
Yeah, as has been mentioned recently, if you work doing only general color correction and editing you do not need the full PhotoShop; the Elements should do you fine.

As for your photo: you should be able to do what you want without copy/pasting. Just make a new layer on top of the "background", go B&W, select the flag, then 'erase' the B&W within that area.
