Website says their meats are "fresh". Does that mean there is a butcher on site?

I doubt it. Usually fresh means not frozen, canned, or containing preservatives. Doesn't mean they cut it on site.

Bradfords (old Mckays) on Hollywood Road has a butcher on site.

The big truckload meat sale is this Wednesday, Thursday and Friday.

They also have whole hogs in time for the holiday weekend.
