IF YOU CARE ABOUT CCW IN MARYLAND:

Now is your last chance to have an effect on passing shall-issue CCW
(like 37 other states have) in Maryland this year. This is the best
chance we've ever had at it. The NRA, the GOA, the VCDL and even Ted
Nugent have all lent support.

We have 9 members of the House Judiciary Committee firmly in favor of
our CCW bill HB 1211. We need just 3 more of 8 persuadable in order to
get the bill voted favorably on by the Judiciary. They will vote on
the bill no later than March 18th - very likely before then....
possibly Monday or Tuesday.

The hearings on March 9th went well. We had 100 to 150 people there -
enough to make a good impression.

Massad Ayoob (world-renowned police trainer) came up from Florida
without charge to testify in favor of HB 1211. He was well-received and
excellent. He said he's been a police officer for 30 years in a state
that has been shall-issue the entire time... and it has not been a
problem.

We had some 35 people testify in favor of HB 1211 - all of them
well-spoken and making good points. NO ONE spoke in opposition to our
bill. The Maryland State Police were there to testify about the
Ballistic Fingerprinting law; and about the Assault Weapons ban (before
and after our bill respectively), but they did not testify in regards
to CCW (previous years they had testified in opposition). PG County
police testified in opposition previous years but did not appear this
year. Leah Barrett from Ceasefire was there and testified on 3 or 4
bills - both before and after our bill was heard, but she did not
testify against CCW this year. CCW was entirely unopposed in the
hearing.

THERE IS NOT MUCH TIME LEFT TO HAVE AN EFFECT. The Judiciary committee
will probably vote on HB 1211 within the next few days, or the first
few days of next week.

Numbers are what counts now. A flood of calls will be most effective.
You don't need to say any more than "I'd like you to support HB 1211."

It will cause a conceled weapon permit to be issued unless there is a reason not to issue. As it functions now, you can only get one after you've been shot to death.

CCW=Concealed Carry Weapon.

The current restrictions in this marvelous State require you to jump through several hoops before the State Police arbitrarily decline allowing you to protect yourself from rape, murder, and other violent crimes.

Several states have changed their legislation going to a “shall-issue” state, which Maryland is not. I won’t go into the details of the statistical data available on the topic, but States like VA and FL has gone to shall-issue and their violent crime rates have dropped dramatically.

Shall-issue and CCW works to deter crime. We need his in MD to be able to protect ourselves.

No news is good news right? ;-)

I dunno.... we've all been nervously waiting to hear if there has been a vote on HB 1211 and what the outcome is. There has been no word so far... but apparently the other 13 bills heard on March 9th have also not been voted on yet. .... so we still have a little time.... maybe as much as week... maybe just until Monday... we don't know.

If you have have contacted your Delegates and the possible swing votes on the Judiciary below, then either get some friends to do the same .... and/or skip to the section on Letters to the Editor, below.

Delegate Ted Sophocleus told nearly a dozen of us in email that he will vote for HB 1211. That means that we have 9 votes that are solid. Curt Anderson cosponsored a very similar (identical?) bill last year, so we think he will vote FOR. Carol Petzold has been open and seems to be sold, however we don't have promises from either of these. These and the others on the list below need to hear from us... until they promise to vote FOR. *If* we have Anderson and Petzold (not 100% certain) then we are tied, and only need one more vote for in order to get a favorable committee report.

Emails are best over the weekend. ... calls are best during weekday business hours.

Here are the Judiciary members that seem persuadable. The more calls and emails they get from as many people as possible the better chance we have. The vote will be taken any time in the next week or so. Please pass this on ASAP to anyone you think can help.
 
I hope that it passes! Please keep advised of situation. Currently I live in Oklahoma, but am possibly planning a move to Maryland in the future, would love to be able to carry there...I feel so vulnerable without my trusty sidekick with me at all times!

Update, better late than never...

Sorry this is late to the post but here is what I received from shall-issue.

Still no committee vote on HB 1211, so we've passed the crossover date and it seems that there is no chance of getting it to the Senate side this year, and it probably won't even get a committee vote this year. We hoped to get farther this year, but certainly didn't expect to. It hasn't gotten a committee vote in previous years. It was somewhat heartening to hear Gov. Ehrlich on the radio last Friday afternoon complain that the witness protection bill that he likes has passed the Senate committee and floor, and would likely pass the House floor, but he thinks it probably won't be voted on in the Judiciary committee. So at least we're not the only ones having trouble getting a committee vote.

It looks like we're done for this session, but if anything changes I'll let you know.


Radio Talk Show Host Bob Scherr had a hearing on March 9th on his CCW application rejection appeal case and is waiting to hear a decision. He asked me to pass this on:

Please provide this update: my case proceeded to trial on march 9th before the Court of Special Appeals in Md with oral argument. The issues raised are on my web site. The court's liberal bias was obvious in their questioning of me. The questioning eventually became non legal with questions concerning the consequences of arming the public, which required non legal responses with quotes from John Lott,etc. The decision will come out shortly in a written opinion. kIf I am unsucessful, the next stp is the Court of Appeals, then the Supreme Court. I will keep you posted, Bob
