Yes, cigarettes are still litter. Biodegradability doesn't matter.

Paper is biodegradable. Paper is litter.

And butts are not biodegradable:

The problem is that fine is in an obscure part of the transportation article, so many officers, including me, don't bother to look it up. I haven't seen anybody throw a cigarette out of a vehicle in several years. Last time I did, I wrote the ticket.


People tend to obey the law more when they see a cop near by.

the next time your at a stop light, Look over at the curb . Butts all over the place.
 
... and to get back to the original point... they can and do start fires if they land in combustible material. I have stopped and put out a fire I spotted on the side of the road before. I caught it in it's early stages and was able to kick the leaves into the road and stomp them out.

Since I see cops throwing their butts out the window, I suspect it's selective vision by the cops rather than people not doing it.

I'm surprised they don't set up at the 235/4 intersection at the end of the month and fill up their quota. They could set up a cop with binoculars and a video camera (for use in court) watching the left turn lane, then have a production line writing tickets.

I can honestly say I have never seen a deputy or trooper smoking in their car.

Tens years is a long time. I actually don't think they should even worry about litter along roads like 235. Let the state clean up once in a while. The signs, trucks, poles and buildings are eye pollution on a much larger scale than a few burger wrappers and drink containers. Out in the countryside I think it should be enforced.

It is pretty hard to talk on your cell phone, smoke, drink coffee and drive at the same time.
