It sounds as though the cat has been around other animals and possibly children for awhile.
When we got another kitten to replace one that we had to put down, our second cat took almost a month before it would stop hissing at it. It takes awhile for cats to get accustomed to other animals.
As for the law, I know there is a law against cruelty towards animals. The fact that whoever dumped the cat off called you to let you know and that food was left with the cat says that they weren't trying to be cruel to the animal. That, however still does not make what they did right.
