The only two officially retired numbers are 70 (Ernie Stautner) and 75 Mean Joe Green. Others are "unofficially retired", meaning they don't use the number again, but without the pomp and circumstance of actually retiring it.
The Raiders and maybe a few other clubs do not retire any numbers at all, ever.
