According to last week's Liquor Board meeting...he still hasn't paid his fines that he has owed for months now.

So the license follows the owner not the restaurant then. Interesting.

There have been a lot of signs up in front of the San Souci shopping center for Cafe Kilamanjaro in the same location as Chef's. I'd assumed that he was changing the name to get out from under the evil black Chef's cloud, this makes it look like it may possibly be someone else moving in.

Unless he changes his Green Card number, that evil black Chef's cloud will linger for quite some time.
