You left out what I would say is the most important selling option of this program. In the link you referenced states that the NY CAP “is an option for households eligible for welfare that have a child support order for at least one child and meet the program's minimum work participation rules (currently, 30 hours per week.) The family's base grant is determined by the number of children in the household with child support orders. (As with cash assistance, the grant amount varies county-by-county.) The family receives a fixed monthly payment for the first child and a smaller amount for each additional child living in the household who has a support order.”

That 30 hours a week work requirement helps move those that would be solely on the dole back into that tax paying group and off the government's teet. This plays good with conservatives and moderates as well.
