The thread on reporting bad drivers is not about reporting bad drivers. It really is a discussion about driving practices and interpretations of rules/laws. I understand how the thread evolved into this, but it would be a good idea to start a new thread.

I'll start with something very simple. Drivers are allowed to make a right hand turn on a red after making a complete stop and if and only if there is no oncoming traffic with the right of way. I see people doing nothing more than slowing down and continuing when they shouldn't.

This technique is called a rolling stop. There is nothing is wrong with doing that.

That's a California stop by definition...

I was on base and sitting behind another vehicle at the stop sign exiting the Exchange.... Driver in front turned left and I pulled up to the sign and never came to a 100% stop and turned right (I had full view of the road)... what I didn't see is the officer behind me. I never realized what I did until he stopped me. There isn't a line or a clear stopping point as there is an uphill incline.... point of the story is this: stop no matter what at a red light or stop sign....

On the other hand, a yield sign is NOT a stop sign like many here seem to think.

Yeah, I did for doing it at a stop sign, and the sneaky little (really little) cop was behind me and I didnt see him and gave me a ticket for failing to stop at a stop sign.

Then I had the pleasure of getting pulled over by the very same police officer 3 months later for speeding and he was kind enough to give me a ticket then too.

Unfortunately, there are times when, as much as we'd like to blend in with traffic, it is unsafe to do so. Then, we are forced to stop.

except the law in most locales is that the vehicle must come to a stop - a complete stop, as in no forward motion.

I've never said otherwise... but when I'm behind one of the ignorant ones (stop whether there is traffic or not) I begin to understand why Maryland has such high insurance rates.

On a similar note, it's a ticketable offense to drive TOO slow also.

What is the rule about driving too slow? Does it apply to any road? I think you can get a ticket for driving under the speed limit.

§ 21-804. Minimum speed regulation.

(a) Slow speed impeding traffic prohibited.- Unless reduced speed is necessary for the safe operation of the vehicle or otherwise is in compliance with law, a person may not willfully drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic.

Now mind you this doesn't mean you keep going if there is something impeding traffic. You can find the remainder here:

If you really want to watch some confusion, use the roundabout on Rousby Hall Road on Sunday when all the Bluehairs are out.

The point of a speed limit is to not exceed that number, hence drive under or at it.
