In MD you are required to have a license to drive, and a permit is not a license. Nothing in MD law recognizes an out of state permit to be valid.
If you don't find something from MD stating it's okay, then it would be stupid to allow him to drive. And an unofficial website is not enough.

So tell me, why did my daughter take driver's education classes, and drive around the county with only a learners?? Surely her instructor would have known it was against the law, as you are saying.§ 16-101. Drivers must be licensed

You all crack me up. I called the barracks, county and state, they told me as long as the new driver carrying the learners permit was following the law and driving with a licensed adult over the age of 18 it was legal. (And to state the obvious - the learners permit is valid and up to date from the state that is registered in)
I'm not sure that answers my question.
The title allows for the MD MVA to issue learners permits.
