The law does require a license. A permit is not a license. In order for the permit to be valid, there would have to be something in either MD law or MVA regs declaring it so.
For an out of state license to not be recognized the law must spell that out.§ 11-116. Driver's license
"Driver's license" means any license or permit to drive a motor vehicle that is issued under Title 16 of this article.
