Driving In MD on Out-of-State Learner's Permit

The law says you must have a license unless specifically authorized. There is no specific authorization for an out of state permit.

The title is the portion of MD law that deals with licensing and permits. I quoted the law exactly as written - I did not add anything to it.

No, I'm just quoting the law. Pissy would be if I called someone pissy over the discussion. I have not insulted anyone or implied anything about them.

I didn't say it invalidates it, I said it does not recognize it.

The law does require a license. A permit is not a license. In order for the permit to be valid, there would have to be something in either MD law or MVA regs declaring it so.
Wrong! Maryland law states that a permit is a license.
§ 11-116. Driver's license


"Driver's license" means any license or permit to drive a motor vehicle that is issued under Title 16 of this article.
For an out of state license to not be recognized the law must spell that out.

The only law on the books that doesn't recognize a learner's permit deals with operating a motorized passenger scooter in Ocean City. (Transportation Article § 25-102.2)
