My sister in law is japanese in Japan. They are really afraid to even look like they might be stealing because of the harsh penalties.

When someone finds a wallet, they pick it up carefully and away from their body like it's murder crime scene evidence and put it in the mail box.

So they also enjoy a very low crime society.

So you are telling me that if society both discourages and punishes illegal behavior, thee is less of it?
